The Procurement Act goes live on 24 February 2025 and Echelon Group will be delivering four virtual sessions for the social housing sector on the new Act and how to prepare for the one of the largest shake ups to procurement rules in history.
Mathew Baxter, Group Chief Executive of Echelon Group and Kieran McGaughey will be leading the sessions.
Kieran is a consultant solicitor and procurement law trainer. He has a wealth of experience advising authorities on public procurement and helping them to prepare for the Procurement Act. Kieran sits on the executive committee of the Procurement Lawyers’ Association (PLA) and is National Lead for Procurement within Lawyers in Local Government (LLG). He is a keen commentator on procurement matters via LinkedIn and articles in the legal press, and a regular speaker at procurement events.
All sessions will be delivered virtually and are available to the sector to attend for free.
Session 2 will focus on Evaluation and Debrief and will cover:

- Pre-evaluation considerations
- The evaluation process itself
- Post evaluation: Assessment summaries
- Conflicts of interest, who should evaluate, getting the evaluation questions right, record keeping, training points for evaluators and practical lessons from existing procurement case law.
